Can Someone explain the cadence

Hello! I am a beginner in the piano
I am wondering if someone can explain the cadence sequence that occurs between :06 and :013 in the clip attached. My understanding from what it sounds like is the bass notes create a cadence going down 3 tones, and then there are chords played as an answer to that cadence, and then the cadence rises up 3 tones… I wish I could explain it in better terms, but does anybody know a way to help me understand this part. Thank you!
