Double Bass Drum While Playing Hi-Hat (Drop Clutch)

Wondering how do drummers play double beats involving double bass drum patterns with a two-foot pedal while playing the hi hat instead of a cymbal. Unless they have it set on certain tightness, but i mean the hi hats wouldn't be close together enough would they?

ANSWER

Hi, Lukas--

The answer is a "Drop Clutch" used on the Hi Hat.
The clutch locks the hi hat cymbals closed by hitting it with a stick. Then when you want normal hi hat action you just step on the pedal.
