It has been refretted and refinished all else is original including original hsc in great shape

The Blue Book Book pricing is based on ORIGINAL condition. Collectors do not pay well for guitars that have been altered. The re fretting is less of a problem, but the refinish is going to subtract from the value of the guitar considerably--probably down to the "General" category.
A guitar is, however, ultimately worth just what someone will pay for it, so you may find a buyer to whom original finish is not so important.
